In brief: The UAE grants a renewable ten-year residence visa to investors holding property worth at least AED 2 million. It is residency, not citizenship and it does not by itself change your Indian tax position. It is a strong reason to size a purchase at AED 2 million rather than AED 1.8 million and a poor reason to buy a property you would not otherwise choose.

The Golden Visa is the most-cited reason Indian buyers give Starbird for looking at Dubai and the one most often misunderstood. This memo separates what the visa actually is from what it is sold as.

What is the property threshold for the Dubai Golden Visa?

The property route requires ownership of real estate with a value of at least AED 2 million, which is about ₹5.25 crore at today’s rate. The value is assessed by the Dubai Land Department on the registered price. The threshold can be met with one property or several and a property bought off-plan can qualify subject to the Dubai Land Department’s conditions on the stage of payment, so confirm the current conditions for an off-plan unit with the DLD before relying on it.

For a buyer whose budget sits near the line, the threshold changes the shortlist. A unit at AED 1.85 million and a unit at AED 2.05 million are not alternatives, they are different products, because only one carries a residence visa.

What does the Golden Visa give you?

A ten-year residence visa, renewable while you continue to hold qualifying property, with no requirement for a local sponsor or employer. The holder can sponsor a spouse and children. It allows you to live in the UAE, open bank accounts as a resident and hold an Emirates ID. It also removes the usual rule that a residence visa lapses after six months outside the country, which matters for an investor who intends to stay in India.

What does the Golden Visa not do?

It is not citizenship and does not lead to a UAE passport. It does not confer any Indian tax advantage on its own. Indian tax residency turns on the number of days you spend in India under the Income Tax Act, not on which visas you hold. A Golden Visa holder who continues to live in Delhi remains an Indian tax resident and pays Indian tax on the Dubai rent and on any gain. The visa only becomes relevant to tax if you actually relocate and your days in India fall below the residency thresholds.

It also does not exempt the purchase from the 4% DLD fee, service charges or any other cost and it does not improve the yield of the property that earns it.

Should the visa drive the purchase?

Starbird’s view is that the visa should decide the size of the purchase, not the choice of property. If your budget is near AED 2 million, cross the line. If the only way to cross it is to buy a unit with weak fundamentals, buy the better unit below the line and treat the visa as a later option. A residence visa attached to a property that does not let well or does not hold value is an expensive document.

For investors who do intend to relocate, the calculation changes. Non-resident status in India removes Indian tax on Dubai income and the Golden Visa is the mechanism that makes an open-ended move possible without an employer. In that case the visa is central and the property is the vehicle.

What happens if the property is sold?

The visa is tied to continued ownership of qualifying property. If you sell and drop below the threshold without replacing it, the basis for the visa falls away. Plan the holding period and any exit with the visa term in mind and do not assume a visa granted in year one survives a sale in year three.
